Expanding an Indian Brand to the UAE: A Marketing Playbook

The India-UAE corridor is one of the most natural first export routes for Indian brands. Here is what changes in audience, language, platforms, marketplaces and compliance.

A dhow and a paper boat on a map between India and the UAE

The short answer

To expand an Indian brand to the UAE, treat it as a new market, not an extension of India. Check whether your goods qualify for CEPA tariff preferences, choose a mainland or free zone licence, register your trademark locally, and plan for Emirati, Arab, South Asian and Western audiences. Sell through Amazon.ae and noon while building your own channels, and use only permit-holding creators.

Key takeaways

  • India-UAE bilateral trade was 101.25 billion US dollars in FY2025-26, up from 100.03 billion in FY2024-25.
  • Under CEPA, signed in February 2022, the UAE offers preferential access on over 97 percent of its tariff lines, covering 99 percent of India's exports by value.
  • The Indian Embassy estimates about 4.3 million Indians live in the UAE (2024 data), roughly 35 percent of the population.
  • People posting promotional content in the UAE generally need a UAE Media Council Advertiser Permit; the grace period ran to 31 January 2026.
  • UAE corporate tax is 9 percent on taxable profits above AED 375,000, and VAT registration is mandatory above AED 375,000 of taxable supplies for resident businesses.

To take an Indian brand to the UAE, plan it as a new market launch: confirm CEPA duty benefits for your products, pick a licence route, register your trademark, build Arabic and English assets for distinct audience segments, start on Amazon.ae and noon, and work only with creators who hold a UAE Advertiser Permit. Familiarity is the trap. Brands that treat the UAE as "India with a different currency" end up talking only to the diaspora, competing on price and missing the larger market.

Why is the UAE a strong first market for Indian brands?

Trade volume, a large Indian community, near-universal internet access and a free trade agreement make the UAE the lowest-friction first export market for many Indian brands.

  • Trade volume: India-UAE bilateral trade was 101.25 billion US dollars in FY2025-26, up from 100.03 billion the year before, according to figures from Commerce Minister Piyush Goyal reported by Outlook Business. India's exports to the UAE rose about 2 percent to 37.36 billion. Leaders of both countries have set a target of 200 billion US dollars in bilateral trade by 2032, as reported at CEPA's fourth anniversary.
  • A familiar audience segment: the Indian Embassy in Abu Dhabi estimates 4.3 million Indian residents (2024 data), about 35 percent of the population, with Kerala the most represented state, followed by Tamil Nadu, Andhra Pradesh and Telangana.
  • A highly connected market: DataReportal's Digital 2026 UAE report puts internet penetration at 99 percent of an estimated 11.4 million people.
  • A regional hub: the UAE is a practical base for reaching the wider GCC later.

What does CEPA mean for an Indian brand?

CEPA can cut or remove UAE import duty on most Indian goods, but only for products that match a covered tariff line and meet the rules of origin.

The India-UAE Comprehensive Economic Partnership Agreement (CEPA) was signed on 18 February 2022 and was due to enter into force on 1 May 2022. According to the Ministry of Commerce and Industry's PIB release, the UAE offers preferential access on over 97 percent of its tariff lines, which account for 99 percent of India's exports to the UAE by value. Labour-intensive sectors such as gems and jewellery, textiles, leather, footwear and engineering goods were named as major beneficiaries, and a pharmaceuticals annex provides for registration and marketing authorisation in 90 days for products meeting set criteria.

  • Check your product's HS code against the CEPA schedule to see whether, and when, it qualifies for reduced or zero duty.
  • Get a certificate of origin and keep records showing sufficient Indian value addition.
  • Lower duty helps margins but does not create demand. Budget marketing as if you were launching a new brand.

Work with a customs broker on the details; schedules phase in over time and vary by product.

How is the UAE market different from India?

The UAE is majority expatriate, bilingual in Arabic and English, card-led and less uniformly price-sensitive than India.

How should you plan language and audience mix?

Name your segments explicitly and give each its own message, language and creative. A useful starting split:

  1. South Asian residents who already know Indian brands. Fastest to convert, but positioning only for them caps growth and invites price comparison with India.
  2. Emirati and other Arab consumers, who expect Arabic content and culturally relevant creative, especially around Ramadan, Eid and National Day.
  3. Western and other expatriates, who respond to English content and often to premium, wellness and sustainability cues.

Lead with English, create proper Arabic versions of core assets (key website pages, marketplace listings, hero ads) rather than machine-translating everything, and use Malayalam or Hindi creative for targeted diaspora campaigns. Our regional language content guide covers briefing native-language creative. Check that your name works in Arabic too; our brand naming and trademark guide includes a linguistic screening method.

Which social and ad platforms matter in the UAE?

Facebook, YouTube and Instagram reach most of the population, and Snapchat matters far more than in India.

DataReportal's report estimates late 2025 ad reach of 9.70 million on Facebook, 8.37 million on YouTube, 8.05 million on Instagram and 5.13 million on Snapchat, with LinkedIn reporting 10 million members and TikTok an ad audience of 12.5 million adults, more than the adult population. Ad reach is not active users, so use these as relative signals. Snapchat deserves a test budget, especially for younger Arab audiences. Do UAE creators need a permit?

Yes. The UAE Media Council's Advertiser Permit applies to people publishing promotional content on social media, paid or unpaid. The National reported that the grace period for existing creators was extended to 31 January 2026, that permits are free for the first three years for citizens and residents, that people promoting their own business on personal accounts are exempt, and that visiting creators need a three-month visitor permit arranged through a licensed agency. The permit number must be shown on the creator's account; ask for it before you sign.

For paid media, the fundamentals in our Meta ads guide apply, but build separate UAE campaigns with their own creative, dirham pricing and landing pages.

Should you sell on Amazon.ae and noon?

For most consumer brands, yes, at least at first, because they bring traffic, payments and fast delivery from day one.

Speed is now the baseline. In October 2025 Amazon launched Amazon Now in the UAE, promising everyday essentials in about 15 minutes, and Gulf News noted noon, talabat and Carrefour already compete on rapid delivery. Our UAE team's view of UAE e-commerce trends in 2026 covers basket sizes and mobile shopping.

  • Decide between cross-border selling from India and holding stock in the UAE through marketplace fulfilment. Local stock usually wins on speed and conversion.
  • Register your trademark in the UAE before applying for brand protection programmes. The UAE joined the Madrid System with effect from 28 December 2021, so an Indian applicant can designate the UAE in an international application or file nationally.
  • Localise listings: Arabic titles and bullets where supported, local sizing, and dirham pricing that covers marketplace fees and returns.
  • Check product-specific approvals for food, cosmetics, supplements and electronics before shipping.

What are the licensing and tax basics?

Choose between mainland and free zone, plan for 9 percent corporate tax above AED 375,000 of profit, and watch the VAT threshold. Take professional advice; structures depend on your activities.

  • Mainland or free zone: a mainland licence lets you trade directly across the UAE market; a free zone licence is often simpler to set up but may limit direct mainland trading depending on the activity. Under reforms in effect since early 2021, foreign investors can fully own many mainland companies, with restrictions for activities of strategic impact.
  • Corporate tax: 9 percent on taxable profits above AED 375,000, for financial years starting on or after 1 June 2023, as Gulf News reported.
  • VAT: the Federal Tax Authority sets mandatory registration at AED 375,000 of taxable supplies and imports over 12 months and voluntary registration at AED 187,500. The mandatory threshold does not apply to foreign businesses, which may need to register regardless.
  • Trademark: register before launch, not after you find a copy on a marketplace.

What is a sensible launch sequence?

  1. Validate: run small UAE-targeted ads to a waitlist page and test two or three positioning angles across segments.
  2. Set up: trademark, licence route, logistics partner and marketplace accounts.
  3. Launch: marketplaces plus a UAE landing page or storefront, with Arabic and English assets.
  4. Grow: permit-holding creators, seasonal campaigns, retail partnerships, and content built for AI search visibility in both markets.

Common mistakes Indian brands make

  • Copying Indian ad creative and only swapping rupees for dirhams.
  • Booking creators without checking permits.
  • Filing the trademark after a lookalike appears on a marketplace.
  • Pricing to match India when the brand could hold a premium position.

Frequently asked questions

Do Indian products get zero duty in the UAE under CEPA?

Many do, but not automatically. The UAE offers preferential access on over 97 percent of its tariff lines, covering 99 percent of Indian exports by value. Your product must match a covered tariff line and meet the rules of origin, supported by a certificate of origin. Check your HS code with a customs broker before setting prices.

Do I need a UAE company to sell on Amazon.ae or noon?

Requirements differ by marketplace and programme and change over time, so check each seller centre before planning. Many Indian brands start with a local partner or distributor, while those planning sustained growth usually set up a UAE entity to hold stock locally, register for tax and control pricing and customer service.

Should UAE marketing be in Arabic or English?

Both, depending on the segment. English reaches most of the expatriate population and is standard for business, while Arabic matters for Emirati and Arab consumers and signals commitment to the market. Create proper Arabic versions of core assets, and use Hindi or Malayalam selectively for diaspora-focused campaigns.

Can Indian influencers promote my brand in the UAE?

Yes, but they generally need a UAE Media Council Advertiser Permit to post promotional content there. Visiting creators need a three-month visitor permit arranged through a licensed advertising or talent agency, and the permit number must be displayed on the account. Ask for permit details before signing any creator contract.

What taxes apply to an Indian brand trading in the UAE?

UAE corporate tax is 9 percent on taxable profits above AED 375,000, for financial years starting on or after 1 June 2023. VAT registration is mandatory for resident businesses above AED 375,000 of taxable supplies and imports in 12 months, and voluntary above AED 187,500. Foreign businesses may need to register regardless, so take local advice.

Is the UAE only worth it for brands targeting Indian expatriates?

No. The Indian community is a strong starting audience, but the UAE also has large Arab, other Asian and Western populations with different tastes and price expectations. Brands that position only for the diaspora often end up competing on price with India. Plan segments deliberately from the start and give each its own creative.
