PWA vs Native App: When Is a Web App Enough in India?

With Android on nearly every Indian smartphone, a progressive web app can reach most users without a store download. Here is where a PWA works, where it breaks, and how to decide.

The short answer

A progressive web app is enough in India when your product is content, commerce, booking or lead capture that works in a browser, most users are on Android, and you do not need deep hardware access or background tasks. Android ran about 95% of Indian mobile devices in October 2026. Choose native when you need Bluetooth or NFC, long offline use, reliable iPhone notifications or store discovery.

Key takeaways

  • StatCounter data for October 2026 shows Android on about 94.8% of mobile devices in India and iOS on about 5.1%.
  • Since iOS 16.4, web apps added to the Home Screen can receive push notifications, but a site in a normal Safari tab cannot.
  • iOS has no automatic install prompt for PWAs; from iOS 26, sites added to the Home Screen open as web apps by default.
  • Background sync and hardware APIs such as Web Bluetooth and Web NFC are not available to PWAs on iOS.
  • Store costs differ: Google Play charges a one-time US$25 registration fee, Apple charges US$99 a year, and new personal Play accounts must run a 14-day closed test with 12 testers.

A progressive web app is enough for most Indian businesses whose product is browsing, buying, booking, learning or enquiring, because Android runs about 95% of Indian mobile devices and supports PWAs well, and because a link is easier to open than an app is to install. Build native when the product depends on hardware access, long offline sessions, daily notifications on iPhone or app store discovery. Many teams that say "we need an app" actually need a fast, installable website that works on an entry-level phone over patchy 4G. This guide explains what a PWA can do in 2026, why India tilts the decision, and simple rules for choosing.

What is a progressive web app?

A progressive web app (PWA) is a website built so it behaves like an app. It can be added to the home screen, open in its own window without browser controls, work partly offline through a service worker (a script that caches files and handles network requests) and, on supported platforms, send push notifications. It is still a website, so it has a URL, can be indexed by search engines and updates instantly without store review.

A native app is built for a specific operating system and distributed through Google Play or the App Store. Cross-platform frameworks such as Flutter and React Native still produce native apps in this sense; our comparison of Flutter, React Native and native development covers those options.

Why does the Indian market favour PWAs?

Android's dominance, storage pressure on budget phones and the cost of every extra install step all favour the web in India.

  • Android dominance: StatCounter puts Android at about 94.8% and iOS at about 5.1% of mobile devices in India in October 2026. Android and Chrome have the most complete PWA support, including install prompts and push notifications.
  • Storage pressure: entry-level phones fill up quickly, and users delete apps to make room. A PWA usually takes far less space than a native install.
  • Data is heavy but uneven: Nokia's Mobile Broadband Index, as reported by ETV Bharat, puts average use above 31 GB per user per month in 2025, with 5G carrying nearly 47% of traffic. Averages hide users on small daily packs and weak signals in smaller towns, where a cached interface makes repeat visits fast.
  • Install friction: every step between an ad click and a usable product loses people. A store install adds a redirect, a download and often a login; a PWA starts from the link they tapped.
  • Search and sharing: PWA pages can rank in Google and be shared on WhatsApp as normal links. Our technical SEO checklist covers keeping a JavaScript-heavy site indexable.

What are the iOS limitations for PWAs?

iPhone supports PWAs, but with gaps that matter if iOS users are a valuable segment, as they often are for premium brands.

  • Web push only after installation: since iOS 16.4, web apps added to the Home Screen can receive push notifications with permission, according to MagicBell's iOS PWA guide. A site in a normal Safari tab cannot ask for push permission.
  • No install prompt: Safari does not support the install prompt event Chrome uses. Users must tap Share, then Add to Home Screen, so you need clear in-page instructions.
  • Better Home Screen behaviour in iOS 26: sites added to the Home Screen now open as web apps by default rather than as bookmarks.
  • No background work or hardware APIs: background sync, periodic background sync and background fetch are not supported, and Web Bluetooth, Web NFC, Web USB and Web Serial are unavailable, per MagicBell. Data syncs only while the app is open.
  • Storage can be cleared: MagicBell notes that iOS can delete cached data for a web app the user has not opened for about a week, or when the device is low on space. Never treat local storage as the only copy of user data.
  • EU note: Apple planned to remove Home Screen web apps in the EU with iOS 17.4, then reversed the decision and said it would continue to offer them, as Engadget reported. Some older guides still describe the removal.

When is a PWA enough?

A PWA is usually enough when most of these are true:

  1. The core job is browsing, buying, booking, applying, learning or reading.
  2. Most users arrive from search, ads, social or WhatsApp links rather than by browsing app stores.
  3. Users visit weekly or monthly, so asking for a store install feels heavy.
  4. Push notifications help but are not the backbone of the product on iPhone.
  5. You sell physical goods or services and use your own payment gateway.
  6. You need to change content or pricing daily without store review.

When should you build native instead?

Build native, or add it later, when any of these is true:

  1. The app depends on Bluetooth, NFC, background location, background audio or continuous sensors.
  2. Users need reliable offline work for long periods, such as field staff in low-coverage areas.
  3. Daily habit and timely notifications on iPhone are central to the value.
  4. You sell digital content or subscriptions and want store billing, family sharing and store trust signals.
  5. Your category is heavily searched inside app stores, as with games.

Three quick examples

  • A Kochi restaurant group taking table bookings and orders: PWA. Customers arrive from Google Maps, Instagram and WhatsApp, and visit occasionally.
  • A Bengaluru field-service company whose technicians log jobs in basements: native or cross-platform, for dependable offline sync.
  • A fitness or habit app built on daily reminders: native, because iPhone notifications and background work are central.

Can you start with a PWA and go native later?

Yes, and for many Indian startups and SMEs it is the most capital-efficient path. Build the PWA on a clean API layer, so a future native app uses the same back end. Use the PWA period to learn which features people use repeatedly and whether notifications drive return visits. If the numbers justify it, a native or cross-platform app becomes a focused second release.

You can also list a PWA on Google Play by wrapping it in a Trusted Web Activity, which keeps one codebase. Play's normal rules still apply, including the testing requirement that personal developer accounts created after 13 November 2023 run a closed test with at least 12 testers opted in for 14 consecutive days. Check our store launch checklist first, and see what app development costs in India in 2026 for budgeting either route.

How do you build a PWA that works on budget phones?

Treat the cheapest phone your customers use as the target device. In practice:

  • Set a performance budget: small JavaScript bundles, compressed modern-format images and a fast first load over 4G.
  • Cache the app shell and key pages with a service worker, and show useful offline screens instead of browser errors.
  • Queue form submissions when offline and retry when the connection returns.
  • Ask for notification permission only after the user has done something meaningful, never on first load.
  • On iOS, show a short visual guide to Add to Home Screen when the user is engaged.
  • Support regional languages and large text sizes from the start.

Common mistakes

  • Building a PWA that is a heavy single-page app, then wondering why it is slow on a ₹10,000 phone.
  • Promising iPhone push notifications to stakeholders without planning the Home Screen install step.
  • Storing a user's only copy of their data in browser storage.
  • Commissioning native apps before knowing which features people return for.

How we approach this at Old Port

We start with how users will arrive and how often they will return, not with the technology. If most traffic comes from links and visits are occasional, we recommend a PWA with a clean API and revisit native once usage data shows a need. If the product depends on hardware or daily habit, we say so early. Our web development team builds PWAs and our app development team builds native and cross-platform apps, so either answer is available. For the Gulf perspective, our UAE team's article on app development trends in 2026 covers on-device AI and hybrid models.

Frequently asked questions

Do PWAs work on iPhone?

Yes, with limits. iPhone users add a PWA from Safari's Share menu, and from iOS 26 such sites open as web apps by default. Installed web apps have been able to receive push notifications since iOS 16.4. There is no automatic install prompt, no background sync, no Web Bluetooth or Web NFC, and cached data can be cleared if the app goes unused.

Can a PWA send push notifications in India?

Yes. On Android, which ran about 94.8% of mobile devices in India in October 2026 according to StatCounter, Chrome supports web push for PWAs and for regular websites with permission. On iPhone, push works only after the user adds the web app to the Home Screen and grants permission, so plan your engagement strategy around that extra step.

Is a PWA cheaper than a native app?

Usually. One web codebase serves Android, iOS and desktop, there are no store fees or commissions on your own payments, and updates skip store review. Native apps add Google Play's US$25 registration fee and Apple's US$99 yearly membership. Costs rise if a PWA must imitate native features the web cannot reach, so match the choice to the product.

Can I publish a PWA on Google Play?

Yes. A Trusted Web Activity wraps your PWA in a lightweight Android app so it can be listed on Google Play while running your web code. Normal Play requirements apply, including the Data safety form and, for personal developer accounts created after 13 November 2023, a closed test with at least 12 testers opted in for 14 consecutive days.

When should I choose a native app over a PWA?

Choose native when your product depends on Bluetooth, NFC, background location or audio, long offline sessions, or daily push notifications on iPhone, or when you sell digital subscriptions and want store billing and app store discovery. Games and habit apps with strong in-store search demand also tend to benefit from native distribution and capabilities.

Did Apple remove PWAs in the EU?

No. Apple announced in early 2024 that Home Screen web apps would be removed in the EU with iOS 17.4, but reversed the decision before release and said it would continue to offer the existing capability. Some older guides still describe the removal. For Indian businesses this only matters if you also serve users in Europe.
